Godse was a Hindu nationalist and committed himself to the Hindu Mahasabha, a group whose views were highly regressive and whose popular following was soon overshadowed by the increasing successes of the Hindu Rashtra Dal. His views were evidently becoming increasingly radical.

This group was formed in 1897 under the leadership of Lala Lajpat Rai (1865–1928). At its first convention held in Nagpur, Lala Lajpat Rai proposed a policy of swadeshi (home-grown products) and proposed a return to the austere practices of the ancient Vedic religion. Among those who supported this programme were the Brahmo Samaj and the Arya Samaj.
The Hindu nationalist network in India was initially not interested in the Hindu Mahasabha. In 1897, there were two main pro-independence groups: the Indian National Congress and the Hindu Mahasabha. In 1900, the Congress leader Gopal Krishna Gokhale (1866–1915) formed the Akshayakosh, an anti-monarchist social reformist organisation, with the purpose of spreading the ideals of swadeshi and encouraging the development of India’s own industries. However, the Hindu Mahasabha could not be ignored, and later that year Godse started his association with the organisation. On 10 December 1900, he began working for the Hindu Mahasabha, and in January 1901 was appointed deputy secretary.
Godse’s ideology was a departure from many of his contemporaries, who were not opposed to British rule, but who were totally opposed to the implementation of the Congress’ non-violent programme. The Congress’ non-violent programme was also opposed by many of the Hindu Mahasabha. Godse had been brought up in an upper-class background, and although educated and well-mannered, he had rejected more radical aspects of Hinduism, such as temple-burning and cow-slaughter. He had joined the Hindu Mahasabha at the age of 16, and at the time of the assassination was 33.
In the course of 1903, the Hindu Mahasabha became involved in open conflict with the Congress. The Congress had denounced the bill to allow the government to collect taxes on agricultural products introduced by the Marquess
